Status of PTTIs in West Bengal at a Glance
There were 57 Primary Teachers’ Training Institutes (Govt., Govt. Sponsored, Govt. Aided) in the State of West Bengal initially. Total financial responsibility of these institutions is being borne by the State Govt, through the Directorate of School Education (Basic Cell) till2021.There is very little difference among them considering their type of management. Calcutta Women’s Govt. Primary Teachers’ Training Institute, Hastings House, Kolkata and D.L Roy Govt. Primary Teachers’ Training Institute, Krishnangar, Nadia were also controlled by the School Education Directorate (Women’s Cell). Over and above these two there are 32 Govt. Primary Teachers’ Training Institutes which were directly controlled through the Basic Cell of the Directorate of School Education. The number of Govt. Sponsored Institutes is 16. They have their Governing Bodies formed according to the rules framed by the relevant Govt. Order. Non-Govt. aided institutions are 7 in number of which Gokhale Memorial Primary Teachers’ Training Institute and ChittaRanjan Primary Teachers’ Training Institute offer two years’ course. All the 7 aided institutions are situated in the district of Kolkata.
Out of these 57 Primary Teachers’ Training Institutes, 16 are exclusively for men, 15 are exclusively for women and 26 institutions are co-educational. Almost all these institutes are residential in nature. Residing within institute campus is obligatory on the part of the Lectures and staff, where conditions of the staff quarters are to some extent habitable. The training institutes used to offer a course of roughly about one year starting from July to June, inculcating homogeneous Indian style of life and thereby ensuring unity and integrity of the nation.
Until the adoption of the NPE 2020, the support in the area of elementary education was being provided largely at the national and State levels only by the institutions like NCERT, NUEPA and SCERTs. Likewise in the area of adult education, this support was being provided by the Central Directorate of Adult Education at the national level, and by State Resource Centres (SRCs) at the State level. Under the State level, there were elementary teacher education institutions but their activities were confined mostly to pre-service teacher education.
By the time of adoption of the NPE (1986), elementary and adult education systems were already too vast to be adequately supported by National and State level agencies alone. The NPE implied their further expansion as also considerable qualitative improvement. Provision of support to them in a decentralized manner had therefore become imperative. The NPE and POA (1991) accordingly envisaged addition of a third-district level-tier to support system in the shape of District Institute of Education and Training (DIET). Thus 16 number of Govt PTTIs were upgraded as DIETs in West Bengal. At present the total number of PTTIs is 42 out of which 20 no. is Govt. PTTIs, 16 number is Govt Sponsored PTTIs and there are 6 number is of Govt-aided PTTIs. AII these Govt/Aided/Sponsored PTTIs are controlled by SCERT (WB) since 07. 01.2022 by dint of Govt. Notification (Vide Order No. – 06-ES/EE/PTTI-7/2011(Pt-I) dated 07.01.2022).
